Though the cost was actually very low, I was pissed at a seemingly random charge popping up on my CC. Paypal denied making the charge, the vendor denied making the charge. It ended up that my CC company made the charge. Appears that paypal tells the CC it is a foreign company and the CC makes the charge. The company I ordered from happens to have a US base point of sale. US wharehouse, US order receiving station, and deals all in US dollars. After I told the CC company this they reversed the charges.
